Running down an exhaustive account of Gray's arrest and treatment while in custody, Baltimore's chief prosecutor is listing numerous occasions on which Gray was not properly restrained with a seatbelt while he rode in the back of a police van.

Update at 10:48 a.m. ET: Gray's Death A Homicide, Prosecutor Says

Mosby said she has assured Gray's family that "no one is above the law," also cited her oath of office, in which she promised "uphold justice."

She said that her review of the case found there had been no reason to detain Gray, and that his arrest was illegal.

Good. I'm not surprised based on what has been reported thus far on this incident. I hope that the officer driving is prosecuted to the full extent of the law and any and all officers involved are at the least charged as well with accessories charges for failure to seat belt him in.

yeah. i'm feeling relieved that they decided to pursue so quickly after the report was turned in, also that they've come right out and said he never should have been arrested in the first place.

The big question is going to be would he dead if they followed procedure.

This should be an interesting trail....

Considering, from what I can tell by reading this article Val posted, he shouldn't have been arrested in the first place. So, no matter what, the cops were in the wrong. The only thing now is, what punishment is going to be doled out...

the circumstances and location are not the same, this might turn out different.

his charges are mostly drug charges, and i can't tell you how many articles i've read recently talking about - stop putting people in jail for drugs/end the drug war.
