Try calling NVC to find out the reason why. Did you pay the IV fee already?. From personal experience, I couldn't do the DS 260 application till i had payed the IV fee.

thank you both.that would explain why i cant proceed.i guess in the mean time i can continue to gather all the documents needed until i can pay the IV bill.by the way how much does the IV bill cost?i did a little research and kept finding different prices from different years.not sure the current price though.

I payed $325. Might be different or it might be the same for you. Just a heads up, you can send your Financial & Supporting documents if all are already gathered to NVC without paying the IV fee bill.

I payed my IV fee on March 6th, scan date was March 20th.

I mailed my documents to NVC because my NVC case number did not apply to those who can submit documents via email.

I have attached the above link so you can more or likely know if your NVC case number applies to either email or mail.

well that makes it easier..mine is MNL so i have to mail everything :) but now im stuck on how to fill in the I-864 form..some things li dont understand like where at the first part ask for address..i didnt see anything stating if its asking for mine or my wife's address..and im not sure how to fill it out considering im having my dad as a joint sponsor.. i havent finished the rest so im not sure if ill get confused with the rest ;) ive always hated paper work..i cant sit down for more than 5 seconds without loosing focus(i have adhd) so i dont pay attention to whats being said and english is not my best subject..maybe if its taking a motor or something apart i can understand a low better :D

Have you had your DS-261 reviewed by NVC? If not that's why your IV bill hasn't been generated yet.

I did read on other threads that NVC are taking 42 days to review the DS-261and that the only way to speed things up is to call them and ask them nicely to review it over the phone... I'm in no particular hurry at the moment so I haven't called, my DS-261 was confirmed as received on 14-03-15 and 29 days later has still not been reviewed (and I, too, am unable to pay the 325$ IV fee).
