paying IV bill

I did read on other threads that NVC are taking 42 days to review the DS-261and that the only way to speed things up is to call them and ask them nicely to review it over the phone... I'm in no particular hurry at the moment so I haven't called, my DS-261 was confirmed as received on 14-03-15 and 29 days later has still not been reviewed (and I, too, am unable to pay the 325$ IV fee).

ive read it takes around 2 weeks.but as of now i too want to take my time that way i can focus on filling out all the forms and getting the documents needed as well as my wife getting her passport and documents for her interview.especially im confused on how to fill out the i864 so that gives me time to research on it :) once everything is ready, if the IV isnt showing up to be paid then ill be more proactive and call..im surprised its taking that long.maybe they have a lot.
