All USCs must speak English to become a US Citizen, so I don't believe this story.

ROC:

What does the wife not speaking english have to do with the husband's interview?

How will they support themselves if she is sick?

What visa did he originally enter with, and how long ago?

In most cases, the petitioner (wife in this case) does not need to be at the interview at all, was she specifically requested?

Sounds like it's AOS from tourist, student, work visa. If wife doesn't show up to the interview, petition is dead. Wonder how she sponsored if she's sick?

There are however exceptions and accommodations available:

I know several USC's born here that have lived abroad their whole lives who don't speak English...

It does sound like the petition will be in trouble though. Best bet is to find a knowledgable lawyer.
