Is there a way to have the process transferred from one service center to another ? If cali is going so fast then why are all the other SC's not transferring them there ?

It is not possible for a transfer. Try and be patient until you get the noa2. There is nothing you can do right now.

If you have seen people get transferred from TSC to CSC in a short period of time, let's say 2 or 3 days, it is not being transferred. These people are mistakenly thinking that Dallas Lockbox is TSC which is not true at all. Put inaccurate data on timeline is not really helping others and messed up all others timelines. I hope Admin will see this problem and take care of it.

To answer your question: I would say no and being transferred to the other service center is up to USCIS. CSC was being so slow back in early 2013 up to mid 2013. TSC was quite fast back then. The problem is, Vermont Service Center is not processing I-129Fs anymore and all petitions now are processing at TSC. Back in the past, VSC was very slow, and then CSC, and now TSC is. I would guess it is a rhythm and hope it will going to change in the future.

The I-129F petitions used to be processed by the California(CSC) and Vermont(VSC) service centers. The VSC became extremely backlogged and the USCIS decided to try and balance the workload by having Texas(TSC) begin to process the I-129F petitions. All the petitions that were currently at the VSC were transferred to the TSC. Beginning last July, all petitions that would have been sent to the VSC were sent to the TSC instead. The VSC is not currently processing I-129F petitions, and it is just the CSC and the TSC.

The TSC was approving petitions rather quickly when they first began to process them last year. They have now slowed down, but are not quite as slow as the VSC was before the transfers happened. 5 months has been the typical, general time given by the service centers to process the petitions. Sometimes they are processed faster than that, and sometimes slower. The CSC has not always processed them that fast, and has been the slow one in past with the VSC being the quick one. Processing times change off and on from one center to another. They are always fluctuating. Unless the TSC gets extremely backlogged like the VSC was, then I am not sure they will transfer cases from the TSC to the CSC.

From what I have seen over the last 2-3 years CSC has always been faster than Vermont and/or TSC. When Vermont was running at 6-8mths, CSC was around 2-3mths...

It hasn't always been faster. You can do a search here on VJ and find posts complaining about how slow the CSC is and that the VSC was going faster. You can also find posts about how slow the VSC is and that the CSC is faster. It would flip-flop over time for which one was processing faster. Vermont was definitely slower by the time they transferred their cases to the TSC and stopping processing I-129F petitions. There were times they were not that slow though.
