Off line she told me that there was a hearing that the fiance appeared at. She is going to contact the beneficiary. I think that is where things went wrong. The beneficiary might not have understood that he didn't have all of the things that he needed and was being asked to produce them. It is the middle of the night where the beneficiary is.

the Interview is what he went to. pact four was mailed out to both of us with only the date and time nothing else was noted in it. they did not request anything else, as for as we both know. I just went through my copies and papers they have ever ask and this is what I came up with.

It could clarify issues and approve him. Seen it done before.

We already explained it to you and this is not a line of reasoning that is helpful. There is no one special paper that you need to show, your fiance needs to convince them overall that he is not doing this just for an immigration benefit. He failed to do that. We tried to ask what might have led to this conclusion.

The question is did they ask for more information from your beneficiary. And maybe there was a comunications breakdown at the Consulate.

The problem is that once the petition gets sent to the consulate, we petitioners are completely dependent on the beneficiary's ability to get the paper work right and not create problems for themselves at the consulate. At the consulate is where things went wrong, you might have gotten your end of it right.

You need to read the entire thread to gain a better understanding, you seem to have missed some key points.

You sent me a copy of the document that they sent you off line, but because it is of general interest. I am replying online.

You were denied because of section 221 B of the Immigration Law. Section 221B makes no mention of engagements. Section 221B allows Immigration to deny an application on the grounds that they requested additional information and the additional information was not submitted. The form is in a language other than English so I can't tell what they told you that you could do about it. It is possible that you could submit the requested information and ask them to reconsider, I am not sure. They didn't get a crucial piece of information but might let you submit it now rather than make you completely refile. I am sure that it is a denial without prejudice, which means that you could refile.

I wonder if language didn't complicate this. I asked you for more information off line and will read it in the morning.

Perhaps the scanned copy was hard to see and he thought it was 221B instead of 221g, that were my thoughts.

OP could load the 221g here with personal info crossed out, she said it just stated 'for immigration benefits only'.
