Pretty simple really. It means tax payers don't want to become your support system. Your support must come from the USC that brings you here.

MsAnne,

This means that you have enough money so that you will not try to claim welfare or unemployment benefits when you come to the US. Perhaps you have a special training that will make it easy for you to get a job. Perhaps your partner has a very good job, or a lot of assets (bank accounts, investments, real estate) so that the two of you have enough money to live on.

You need to be able to prove that you have your own financial safety net.

For the K-1 visa interview, the USC petitioner must provide the I-134 and supporting documentation to show they have enough income to support you so that you will not become a public charge in the US. When it is time for AOS after you marry, then they must provide the I-864 affidavit of support.

From the instructions for Manila > http://photos.state.gov/libraries/manila/325288/packets/K1%20and%20K2%20Interview%20Preparation%20Instructions%20-%20English%20_10%20October%202013_.pdf

k. EVIDENCE OF SUPPORT. You should be able to demonstrate that you will not become a public charge or be a burden on the U.S. taxpayers for financial support. A completed I-134 Affidavit of Support Form with original signature will be useful to the consular officer to evaluate your petitioner’s ability to be K1/K2 Interview Preparation Instructions – English (October 2013) Page 3 of 8 financially responsible for you. You should also submit your petitioner’s most recent U.S. Federal income tax return (Form 1040) and wage statements (Form W-2). Employment letters stating salaries and bank statements may be included to substantiate the I-134.

It means that you must provide a completed I-134 along with a copy of your most recent tax return and W-2 showing that you income meets the poverty guidelines of the I-864P for you, your fiancee and any others (if any).

Being you will be dealing with Manila. Read the embassy instructions letter, item K.

It means your fiance who sponsors your visa should be able to take care of you for 10 years for living accomodations/ food/ everything so you don't have to ask for money.
