I think what had been predicted is right either 0 movement or further retrogression because of the influx of approved cases to Nvc. They might even slow down in approving of petitions at uscis. I remember back in 2011 or 2010, the visa availability for f2a was few months from the current date. Then by January it retrogress for three years then 2 years. There were many applicants who got interview letters but ended up not getting their visa due to retrogression and not having their pd before the cut off date. hhhmmm it might be a dumb question helpsmilie.gif but really what does this mean? is it a good thing for F2A or not??

It is bad, because you get visa only if your PD is earlier then the cut-off date posted in Visa Bulletin. Possible retrogression means that cut-off date in November Visa bulletin might become earlier then it was in October VB. Hopefully it won't happen and cut-off date will at least stay the same.

04/08/2012: i130 sent

04/09/2012: NOA1

NOA1 hard copy: never received due to address error

06/12/2013: NOA2

06/17/2013: NOA2 hard copy

06/28/2013: Case number assigned

07/01/2013: Sent DS3032 via email

I don't think it will retrogress, and even if it does than couple of months only. I don't know how the cut off dates are determined. I can guess two options

1) NVC determines cut off dates based on total applications including the ones being reviewed at USCIS and not approved.

if that is the case no retrogression at all.

2) NVC determines cut off dates based on application currently available at NVC (i.e. the ones with approved I130 only) in that case if USCIS approves a lot during October there might be retrogression. Even than i don't think it will go a lot because based on this forum i guess most of the California guys are approved and VSC looking at October ones.

If anybody knows other reason for why it might retrogress please share, but I am positive for now.

ahh and also visa bulletin itself didn't say anything about retrogression. in September vb they did tell about possible retro and look what happened, so lets stay positive :)

The same site predicted the current VB for F2A will retrogress to May 2012 -July 2012.

And look what happened :)

08/02/2013 - AOS packet sent via Express mail (I-485, I-131, I-765)
08/05/2013 (day 1) - Delivered to USCIS Chicago
08/08/2013 (day 4 ) - Received USCIS Acceptance Confirmation emails. Awaiting official receipt notice (Form I-797) in the mail.
08/08/2013 (day 4 ) - Check cashed
08/12/2013 (day 8) - Received 3 NOA's by mail (I-485, I-131, I-765)
08/16/2013 (day 12 ) - NOA for Biometrics appointement. Date set for 08/27/2013

08/21/2013 (day 17) - Succesful walk-in Biometrics
08/27/2013 (day 23) - Biometrics appointement (Original)
08/27/2013 (day 23) - I-485 status online changed to "testing & interview"

10/7/2013(day 63) - EAD in card production, I-131 approved
12/24/2013 - I-485 status showing the interview date.
1/23/2014 - Interview and GC production ordered

One reason F2A became current in August is because USCIS did not do a good job of using all the VISA's from years back. Like 2006 and so forth. They took those unused VISA's and created the demand now and hence VB looks good for F2A. the moment demand exceeds the supply it will retrogress. My gut feel is that VB for F2A will remain as per Oct bulletin for sometime (for 4-5 months) and then will retrogress.

If the GOP passes the Immigration Reform bill in October then F2A will automatically change to Immediate Relative category and once and for all at least for people in the F2A category they won't have to be bothered about this Priority Date restriction. Now that's a big if but again there is a chance it may pass. Question I guess will be if it does pass how soon will the DOS implement this change. I would assume it would go into effect sooner rather than later.

Senate's version considers spouse of LPR as immediate relative. House does not have a version yet but based on couple of piecemeal bills that came up in the House Judiciary committee in July they just recommended increasing the country cap for F2A from 7% to 15%. So unless House and Senate come up with considering spouse of LPR as immediate relative in their compromised version nothing is sure for F2A.

It makes no sense why spouse of LPR isn't considered as an immediate relative. If they aren't who else can it be? :-)

So if f2a becomes immediate relative can he/she now petition his/her parents and siblings?
