Is re-submitting I-130 to Guangzhou Consulate an option for me now? Is it faster, or could get the matter worse?

Yes, is an option. Consider it a 'new filing' and not any 're-submittal'. It is faster.

as to 'matter worse' - no, not at all. Keep it mind you'll want to withdraw the I-130 that was filed to the lockbox address in USA, sometime after filing the I-130 to USCIS Guangzhou. Not doing it will not stop anything in Guangzhou, but it is useful so the folk at CBP not get confused later.

I already submitted I-130 to Chicago lockbox. Can I resubmit a new I-130 as DCF filing to Guangzhou?

Absolutely.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !
Ya know, you can find the answer to your question with the advanced search tool, when using a PC? Ditch the handphone, come back later on a PC, and try again.

I filed to Chicago lockbox without knowing DCF in Guangzhou is a possibility.

Didn't know living in China is an advantage on speed. I thought the agency must be over loaded with petitions from China due to a large population. Further explanation?

USCitizens living in China , that qualify for DCF, get instant preference for spousal visas. Sure, there's a queue, but don't discount the preference.

Please discount the 'large population' bits, for now.

If she shows up at the US border pregnant with no return or a return that is after she will be too pregnant to fly there is a good chance that she will simply be refused entry . Having a visitors visa is no guarantee of entry. Don't count on your ability to misuse your visitors visa for immigration intent

This will not be over quickly. You will not enjoy this.

That's what I fear, too.

It's amazing how many questions can be resolved with a 2 minute Google search...
