How do I report immigration fraud?

So I know someone who is taking advantage of the immigration system. Him and his girlfriend are telling immigrants that they can get them immigration benefits even if they don't qualify. And changing these immigrants $$$$$. I don't like how they cheat people and I would like to report this behavior.

How do I go about doing this.

05/22/2012 - MAILED AOS PACKAGE.
06/04/2012 - RECEIVED NOTICE IN THE MAIL.
06/04/2012 - RECEIVED BIOMETRICS APPOINTMENT IN THE MAIL.
06/06/2012 - WALK IN BIOMETRICS COMPLETED.
07/11/2012 - TEXT AND EMAIL NOTIFICATIONS OF I-485 INTERVIEW APPOINTMENT.
07/13/2012 - RECEIVED HARD COPY OF INTERVIEW NOTICE IN THE MAIL.
07/28/2012 - EAD CARD PRODUCTION ORDER.
08/04/2012 - EAD CARD IN HAND.
08/15/2012 - GC INTERVIEW. APPROVED. PASSPORT STAMPED.
08/20/2012 - GC CARD PRODUCTION ORDERED.
08/23/2012 - GC RECEIVED.

06/28/2014 - MAILED I-751 PACKAGE

07/05/2014 - RECEIVED NOA 1

01/15/2016 - Interviewed and Approved.

08/02/2016 - N400 Interviewed and Approved.

To report immigration marriage fraud, you must first gather evidence as proof. Contact the tip line for Immigration Customs Enforcement (ICE) at 866-347-2423. It will be up to ICE if they investigate it further.

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Sounds more like a scam than immigration fraud, victims should report this to the local authorities. World is full of scams, guys calling me at home claiming to be state police helping kids and asking for my credit card number. Look at all these sites claiming they can get you a UP passport in a day without showing up at your local DOS office, etc., etc., etc.

^^It is technically a 'scam' and not 'immigration fraud'. And that classification matters when determining who to report it to and subsequently who can take action on it. Just like the regular police cant deport you, immigration and customs enforcement (ICE) do not handle consumer based scams whether they are run by USCs or aliens. It needs to be reported to the local state authorities who deal with that.

Its one thing to help somebody (for free) with immigration paperwork when you dont know what you are doing and encourage them to file wrong paperwork for things they are not entitled for. Thats not a crime. Its a totally different story though when you charge money for it. There are many rules about deceptive business practices and they will investigate and if its found you are violating them, well best of luck to you.
So do not contact ICE, contact the specific agency listed for your state in the link above and provide as much info on the parties as you can.
(IF by some chance the parties involved in the scam were aliens and IF they are convicted of fraud at the conclusion of the investigation/trial - that means a successful guilty verdict of fraud by a court- you could then if you wanted to take it further, report the parties to ICE as a fraud conviction should fall under 'crimes of moral turpitude' and would result in an immigration hearing being set and possibly their status being revoked. But youd be looking at a long time in the future as things move slow and a lot of variable pieces falling into place.)

It's also immigration fraud because he intends to marry someone just for immigration benefits.
