Quotas on fiancee visas for the Philippines?

Administrative Processing. There is a whole section on the forums for this. Have a search. This happens to a lot of people not just people from the Phils. They could ask for more evidence or just say you have to wait till they contact you.

My fiancee says she read that the US Embassy filled their quota for fiancee visas for this year. Is it true there is a quota?

When someone gets approved this month and in the next 7 months, I think you can safely correct your fiancee :D .

And you think, what? People have never heard of this 'Google'? Of course they have. But this is the place that people go to ask visa related questions and the OP asked one. To simply say "Google it" doesn't help anyone. If people don't want to answer a question, they don't have to.

And that's why they're here. They know Google exists. Sometimes it's better to get information from actual people you can have an actual discussion with. If you didn't want to answer, you didn't have to. The OP got their answer fairly quickly from others willing to give it.

I could go into every thread and tell people to "Google it" ... but that wouldn't be helpful, would it?
