It seems it was, for last year at least. However for this year, I still don't see any strong decrease in the average processing time (look here http://www.visajourney.com/content/times).

Maybe the USCIS received more petitions than last year?

Could I ask where you got this data?

In both years, there seems to be a slowdown in completions in August and September. Wonder why that is.

I wouldn't be surprised if it's directly related to the end of the federal government's fiscal year. It runs October 1 - September 30.

maybe cause of the euro 2012 there is a spike in petitions for visas?

USCIS does not handle visas to go to OTHER countries, other countries do that, nor do they handle tourist visas in any manner.

Agreed, people from Poland and Ukraine want to get as far as possible (US?) from their respective countries for Euro 2012, since our cities at that time will be completely intolerable :D You've found the real reason behind the USCIS massive backlog!

Cheers!

It has been true for past years. We won't know for a couple more months whether it holds true for 2012. My wife filed first week of February, we're hitting 3 months in a little over a week. There were signs at the end of March that we'd only have to wait 4 months, but it's slowed down again now in April so I'm assuming a 5 month wait.

California Service Center worked extremely slow September - December, but I'm not sure why.
