Hello!

I want my brother to visit me this summer.

And we have Visa Waiver Program between US and Latvia

The problem is:

He did not get in college.

He does not own property

He currently does not have (official) job, but he runs his business with g-friend

He is not married, he does not have children

He is young.

I promised to take the most burden of expenses, he will live with me while here.

But:

He does not have intentions to stay

I have all intentions to send him back home.

So even if they approve his visa in embassy back in Latvia, could he still be denied at the POE and sent back?

I hope it is not hopeless case, I really want to see him.

Advice? Experience, stories?

Please share.

Sounds a long shot, but no harm applying.

If the country has a VWP, then he doesn't need a visa. That's what the Visa Waiver Program is for. you don't need a visa. He doesn't need to go to the Embassy to show ties. the country doesn't need a visa to enter the US. He will only have 90 days to visit and can't overstay.

To answer your question, yes - at the Port of Entry they can turn him around if they suspect immigrant intent.

Good luck.

VWP not so much of a problem, missed that bit, did not know Latvia was in.

Basically needs to complete ESTA, return ticket and funds for his visit.

No visa needed, so nothing to explain, and nothing to worry about.

Didn't even know that Latvia is part of the VWP. Good for them!

There is no room in this country for hyphenated Americanism. When I refer to hyphenated Americans, I do not refer to naturalized Americans. Some of the very best Americans I have ever known were naturalized Americans, Americans born abroad. But a hyphenated American is not an American at all . . . . The one absolutely certain way of bringing this nation to ruin, of preventing all possibility of its continuing to be a nation at all, would be to permit it to become a tangle of squabbling nationalities, an intricate knot of German-Americans, Irish-Americans, English-Americans, French-Americans, Scandinavian-Americans or Italian-Americans, each preserving its separate nationality, each at heart feeling more sympathy with Europeans of that nationality, than with the other citizens of the American Republic . . . . There is no such thing as a hyphenated American who is a good American. The only man who is a good American is the man who is an American and nothing else.

Yes, all Baltic states Latvia, Lithuania and Estonia entered VWP more than two years ago, along with Slovenia I guess.

I found this ESTA form, seems simple enough.

Can he be asked to present some evidence of funds at POE?

Silly question, but if officers at POE would have doubts, I wonder if they could call me, I would swear I will send him back home.

Unlikely to call you.

You can not send him home, not in your power.

I have been asked about funds, I said I had all my credit cards with me. I was older though.
