I haven't received the letter yet however the case was updated on the USCIS website. It says "Request for Initial Evidence, Case Placed on Hold". Is this the same as an RFE?

Yes it's basically the same..

The fact that it says "initial evidence" means you forgot to include something that was required to be sent with the packet initially.

RFE means "request for FURTHER evidence" typically means that what you've sent isn't enough proof and they need more evidence. For instance if you don't show enough income, they will send a request for FURTHER evidence, such as a joint-sponsor, or more financial records etc.

It scared me when I got that letter because all the papers were yellow and looked urgent...lol...but yes, it's just an RFE. Not a huge deal, just a list of things they say you need to submit.

We met in October 2007 and our immigration journey started in July 2008 when we filed for the I-129F Fiance Visa petition.
