A man who brought attention to homeless veterans has been arrested in San Diego on a federal charge of lying about being a decorated veteran, the F.B.I. said. A judge last week issued an arrest warrant for the man, Richard G. Strandlof, 32, after he was charged under the Stolen Valor Act, which makes it illegal to make false claims of having military decorations. Investigators say Mr. Strandlof claimed he was a Marine captain named Rick Duncan who earned a Purple Heart and Silver Star in Iraq.
