AP with white 221g slip- Islamabad Embassy

Timeline

My fiance got a white 221g slip after his interview with administrative processing marked on it. The interviewer did not say if he was approved or not. All he said was that your passport would arrive within 2 to 3 weeks. I am worried about about my fiances visa. Has anyone esle bin through this? Everything was fine during his interview im Pakistan so why did he not get th3 visa approval?
