My Husband Was given a letter today and says he is ineligible

My husband went for his interview 2 weeks ago and was asked to go and bring new birth certificate, photos and phone records. The consular only looked at the picture and gave him a letter that he is ineligible based on INS section 221. And have been asked to wait till i hear back from USCIS what can I do? Please help us. Do I take a lawyer?

I'm starting to believe there is some secret plan they are doing at the embassy in Ghana and the US government knows about. How is mostly everybody getting denied.

What were the questions? Did the CO have a specific focus of questioning? Did you have many visits? How long in duration? How long have you known each other? All this comes into play. There's no conspiracy. Seems like it. Lagos was like this less than 4 years ago seemed everyone was getting denied. Then people started steppin up their evidence and visiting. face time is your #1 evidence did you have alot of that?

Make an appointment with the embassy per email (subject line appointment for missing documents 221g)

so you can submit the missing requested items and bring that appointment email with you.

Or try to get through the bouncers and door keepers with your 221g and evidence in tow.

Did beneficiary not ask how to submit the items and when ?

Wow, thank you all for your strong support. So I have known my husband since 1998 it all started as friendship. I traveled to the States in 2000 and started schooling but our relationship started when I went back in Ghana in 2010 which I spent a month over and was mostly with him for the Christmas holidays. I came back to U.S and went back to school which he was also in school at that particular time. I filed for the 1-129 Fiance Visa which was denied based on the fact that we have not had a one to one encounter and 2 years has passed. I was given an option to appeal which I did but was denied again after I have payed all the fees. I then decided to go back home last year May to get married in other to bring my husband over. He was given an interview day on September 29, 2015, at the interview he was asked to return back with new birth certificate, photos that proves there is a relationship, and other document such as email, skype and electronic communication which he had everything with him. The lady consular looked through the pictures and did not ask him even for the birth certificate or the other document per request and told him I am sorry I cannot give you the visa. She gave him a letter that reads; Dear Petitioner, we are unable to issue a visa in the above mentioned case because the applicant has been found ineligible under section 221 (g) of the INA. This section prohibits the issuance of a visa to anyone whose application does not comply with the INA or regulations issued pursuant thereto. We will return the above case file to the NVC, which will then transfer the case to USCIS office that originally processed the subject petition. Please do not contact this embassy regarding this case. As it may take up to six months for the case to be forwarded, please do not call the USCIS service center until you have received notification from them or the appropriate amount of time has elapsed. Please, I don't know what to do now. I am completely stuck. Please, I need help.
