Applying for K-3 visa while living abroad

Hello, I'm an American and have been in the Philippines for almost four months now. I just got married to my fiance last week. We are planning to go back to the US on a K-3 spouse visa. I also plan to do the DCF in Manila. Is that faster than to send everything to my mother and have her send it to the US lockbox? I also saw someone say this "don't wait for the packets to be mailed, submit I-130 then go to the embassy with the second set of documents 1-2 weeks later...they will give a case number, then schedule and interview via phone or internet" Is this true? I thought I had to wait for the NOA1 for the I-130 to be sent back to me before I could send the next packet for the I129f. Any information will help. Thanks a lot :)

Multiple issues here.

1. You can't do DCF on a K visa. Only CR-1/IR-1.

2. K-3 visa is for all intents and purposes, dead. Not an option any longer.

3. You will need to go the CR-1 route since you have been married less than 2 years.

4. You have to meet certain residency requirements to use DCF. Most countries require 6 months or more living there continuously.

5. You're going to need to go the route of having your mother send the I-130 in the U.S. This way you can prove domicile in the U.S. etc.

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

I agree with 1 thru 4 of your statements, they are right on but on #5 your wrong. The I-130 has nothing to do with proving domicile, the I-864 does and it's easy to prove.. If he files in the US it is no longer DCF. It would be better if he just stayed here the extra 2 months so he would reach the 6 month requirement for DCF. As you can see by my timeline my filing to interview is 95 days and I could have done it 3 to 4 weeks quicker but had some other things to take care of so needed to slow down the process.
