After January 1, 2014 pre-existing conditions can no longer be excluded from insurance policies by federal law. Thank you President Obama. Your employer will have to cover her and if not you will be able to buy her a policy on the new insurance exchanges and they have to cover pregnaency and you could get a tax credit because your employer refused to cover her and they would be fined. I am not sure how old she is but here in Maryland the premium will be about $250 per month for a 30 something non-smoker woman for full coverage halth insurance including pregnancy.

I doubt it makes much difference. They will likely be denied. There needs to be a compelling reason for her/them to return. the key to this is that family is usually not considered a compelling reason anyway (have you any idea how may illegals leave their family behind?) In fact it is very common for ONE person to imigrate illegally and send money to family out of the country. "I will come back because I have a husband and daughter here" doesn't work when 11 million Mexican men are roofing houses in the USA and picking lettuce while their families wait in Mexico for the weekly Western Union "magic number". Their family lives better in the lower cost country on the money that the illegal worker sends to the home country.
Compelling reasons do not include a full time job that pays the equivilent of $4000 per year. About 1/4 the minimum wage in the USA. Nor does it include a fully paid scholarship to a top university (our son's girlfriend had that and was flatly denied, only ONE question asked) Property ownership means nothing, property can be sold by proxy and the money transferred by wire, or deposited to a Ukrainian bank and withdrawn here by a debit card.
Many times they do not even look at the evidence.
The most successful method I have seen, and we used for our future daughter in law successfully, is to obtain a Shengen visa, visit an EU country and return to Ukraine as promised...then apply for the US visa.
Our son's girlfriend was approved for a visitor visa...no questions asked...after a trip to Poland and Germany with a Shengen visa. Proof that the person has left Ukraine for a "western" country and returned is the best proof they would do it do it again.

Family involvement, usually of the grandparents, in the birth and care of infants in Ukraine is very normal and common practice, often for many months. Alla was appalled that our oldest son's wife had a child and no one came to live with them and "help" care for the child. Alla offered to go to their home and live there for many months to "help"
So something to consider is for Sveta to have the baby there with her family. Why not? It is not a terrible place to have children, the child will still be a US citizen by registering its birth and she can be with her family for several months if she wants.
Just saying, it is an option. She may feel it is very important as that is her culture. If the US does not grant the visitor visas then maybe consider her going there. You could go for the birth and be with her and then leave her with the women to care for the child. Just something to think about.

You said before her parents have never travelled anywhere. Maybe they should go on another trip somewhere closer, but outside their country and try again.

To the OP: you didn't mention your stepson's age, but if he has a job, then maybe his employee has a copy of his green card on file?
On a side note, I do not carry my SS card in my wallet. This is clearly stated on the paper that comes with the card.

The sealed envelope is typically given to you at the same time as you receive your passport back with your new K-1 visa inside it. If you have received your visa already but were not given the sealed envelope for your POE, then contact the consulate.

I feel bad for you and your family but there was obviously something that the embassy officials did not like. The rules state that you get a different interviewer for subsequent visa interviews. I went through a denial with my MIL in 2009. I flew over, attended the second interview with her and she was approved. She is divorced, retired, owned no property and my wife is her only child. Not very strong ties but she was approved and has since gotten a 5 year multi-entry and has been here and back 3 times. As many people have pointed out there is a lot of abuse of the vistitor visa systems so perhaps you should focus your anger towards the people who abuse the system and not the governemnt. Don't you think that if every person who was issued a visitor visa retruned to there home coutry all visas would be approved.

I wouldn't expect anything for at least 3 more months. (and I think realistically 4 to 5 months) Sit tight, at least we all have our extensions and our loved ones are with us while we wait.

She is a teenager.Marriage is for grown ups.
If you keep with this idea, I think is insane, then at least date 2 years, visit her a few times and then you will have some proof of a genuine relationship.

Having done the entire process for 3 people including a Ukrainian wife. I can offer a bit of advice
1. Do not call anyone, EVER for any reason. It only adds aggravation and makes you sound like a fool if you keep telling your Ukrainian fiancee you have accomplished nothing
2. Everything will come in the mail when it comes
3. My Ukrainian wife would run away screaming if I were half as nervous as you or called anyone more than once.
4. It is not something you control...so stop trying.
5. If you cannot be without her so long, get on a plane and go there.
Be cool. They love it when you are cool.
