Months before that, a top narco was killed. Recently, the top prosecutor investigating FV's assassination looked into the encrypted cell phone of the dead narco. She found a spider's web of connections to politicians, other narcos, etc. This news spread through the prisons, and the narcos there began forming formal gangs and becoming violent. A couple of narcos escaped while being moved between prisons. All this roused the street-narcos, who also began forming gangs. Regular "petty" criminals also joined in. The disturbances spread per the news reports. The brand-new, very young president of Ecu hasn't given in. He has declared an internal emergency and has vowed that the gangs will be busted and the guilty punished. The problems are occurring around Ecu, but not in every neighborhood all the time -- ask people, and they might say and point, "They're 10 km that way and that way." It remains to be seen how soon this turmoil will settle down. I (T-B.) get the impression that this is rather opportunistic, because in my own experience and familiarity with the news there, nothing like this had ever happened except when all the police went on strike one time years ago and all the looters came out to rob the stores.
