I already have my 10 year green card, so I guess it just depends on the officer I just printed 4 pictures on one sheet of paper for every of the last three years.

It’s only needed if you are applying based on 3+ years after marriage to a US citizen. If you have a green card and is 5+ years and you are applying based on that, then there’s no requirement for pics. I believe they do ask for marriage certificate.

1st number is USCIS ... they have nothing to do with the visa processing, don't bother calling that one.
2nd number I am betting is one more call center number.

Nope. It is the call center or email. No direct calls to a CO.
2GO shows the documents were delivered? Then you just need to be patient ...

Best we can do is pass on what we learn from others that report back.. and the embassy getting picky on the appts came back to us from a few different people .. the process is still quite fast if they keep things moving.

I would recommend you wait until your status on CEAC shows READY before scheduling the interview, at that time you can schedule it as soon as it works for you. It can take 2-3 weeks for the case file to be at the embassy, there is no way to easily predict when it will be there, and the embassy has been getting their panties in a twist when the interview is scheduled too soon.
If you try to schedule early and status is not READY by interview date you could reschedule. But do think about this ... you would be holding an appt date that someone else could of used.
Easiest to just watch the status on CEAC, when it is READY jump all over getting the interview scheduled, complete medical and interview in the same week. Get CFO completed and then wait for the visa to be delivered.

Ok. Got it. Thanks for the info. I guess I will stop using the "old" way as a recommendation and begin to offer the alternative that USEM wants to see.

You can complete the DS-160 now and pay the interview fee BUT you cannot book your interview date till you have "the letter" with your case number from NVC.
It's time for you to move over to the sub-forum for the Philippines and ask your questions there. Others from different countries are hard pressed to give you the answers to your questions about the process at USEM. Here is the link.

You missed the shipments but there is another batch that will leave again around Christmas. Because it's a holiday we really don't know what their plans are.

Well here is the good news. You can start the process in Manila before your case is ready. Schedule your interview 5 weeks out to give it time to get there and to become ready. No one can say, because it depends on the workload at the embassy.
Here is everything you need. Read over the links and follow the step by step instructions over at Hank's website. If you need help there are many of us over in the sub forum for the PI. From this point on there are not many here that can answer you questions about the PI as they are busy trying to get their arms around their embassy requirements.

Your not getting through because everyone else is calling may every two hours so they are clogging your time.
Why not call once a day and leave the poor people at NVC alone so they can answer questions from others who may have more pressing issues. <Deep sigh>
