Just a quick update if anyone is following.
 
I did receive a call from the same IO agent on Tuesday this week actually and he told me that my file is in Philly and now he is ready to interview me. So I asked him, do I wait for the letter for my interview? and he said, no let's schedule it now and we can do it whenever you want :)!!!! I was like, for real? He said yes! So we scheduled one for next Tuesday afternoon.  He said he will tell the security guys that I will be coming in and just to show my original appointment letter  ....
He then gave me his phone number and he told me to call him if something else came up and if I needed to postpone or something.

That's not what it sounded like when you were mentioning people struggling to pay for it.  I still don't see how "poor(er) people pay $0 and still get it" is much different than "rich(er) people pay more and get it faster", where of course poor/rich is somewhat subjective despite the poverty guidelines.
 
Oh, to actually answer OP's question - yes, I would pay to expedite, whatever the fee is (within reason).

Yeah, but it does not mean anything. I got it on my interview letter too and I'm a female. This letter is a general form they send to everyone, they don't customize it to your specific case

We've done it successfully, but keep in mind that for biometrics it's not the Washington Field Office itself (they do interviews) but rather the Alexandria, VA Application Support Center (ASC).
 
At least for residents of DC proper. Confirm the location on your USCIS letter and double-check that it's the right office here: https://egov.uscis.gov/crisgwi/go?action=offices.type&OfficeLocator.office_type=ASC

It's in the manual - there is no mention of interview date only qualifying on the date of naturalization.  The example you give supports this.

This makes no sense.  Just because something was an extraordinary event or happened a long time ago does not mean it does not have to be disclosed.  The questions are for ALL matters, not just ordinary matters. 

It's supposed to mean time until the next step in your process, in your case biometrics. In reality, these estimates are wildly inaccurate so you can ignore them.

I applied earlier then you, and I'm still waiting. Seriously, if you are still in the time frame based on your local office, there is nothing we can do beside waiting patiently. 

Cancel your vacation.  After waiting so long (I'm assuming) do you really want to add an unpredictable amount of time to the process?
