You are missing the point, I know and stated that Canada is very restrictive as to what they expect to see, London much less so as far as Domicile is concerned.
Basic rule when Immigration as you to jump, you ask how high.

Yeah that's what it seems like which I understand where they are coming from. We just feel so lucky to have an opportunity to provide a better result with this exam. Fingers crossed as I would love to raise my baby with my family around.

When it comes to addiction and/or mental Heath concerns in this country it seems like complete and utter abstinence is the only answer. I've seen times where people have been admonished for admittingnbto casual drinking.

He needed to completely quit drinking because they saw still having drinks on the weekend as too much of an opportunity for the same thing to happen so even tho he is barely a drinker he has completely stopped and will be taking another exam in September

UPDATE! I've sent an email to the embassy for further information and apparently we do not need to reapply. They said that my husband just needs a new medical exam from Knightsbridge when the current one expires and when they receive the new one they will review his application. I've never really heard of this before but we are so pleased and looking forward to a better outcome!

I'm not saying that your hubby is inadmissible, I just found all this in CDC's website:
The Immigration and Nationality Act (INA) provides three grounds of inadmissibility related to substance addiction or abuse, or physical or mental disorders that affect behavior. They are -
Current physical or mental disorder with associated harmful behavior.Past physical or mental disorder with associated harmful behavior if the harmful behavior is likely to recur or to lead to other harmful behavior in the future.Drug (substance) abuse or addiction (medically called dependence). Dependence on or abuse of any of the substances listed in Section 202 of the Controlled Substances Act (Appendix C). (The term addiction corresponds with the medical term dependence).
A harmful behavior is defined as an action associated with a mental or physical disorder that is or has caused -
Serious psychological or physical injury to the applicant or to others (e.g., a suicide attempt or pedophilia)A serious threat to health or safety (e.g., driving while intoxicated or verbally threatening to kill someone)Major property damage.

I just copy-pasted a very small portion of everything they explain in their website. I suggest you read it yourself and maybe it can give you and your hubby a better idea of what might be the issue.

Achtually, it does not need to be a finding of alcoholism....the standard is alcohol abuser, as you stated Iater in your post. (Including the word alcoholic sometimes confuses people, as they are not alcoholics by any medical or common definition or understanding of the term.)
It sounds like the doctor may have said he was an alcohol abuser, since he still consumed alcohol after having gotten a DUI. There are some panel physicians who strictly interpret it that way. I, too, would suggest a first step would be to e-mail the Embassy and seek clarification on what he was told was the next step, i.e., what the officer said about a new medical and when he could do that. It might give you a better picture on how to proceed.

Good luck, but this might be your only option at the moment making the best out of. And like you mentioned, it's not like your stuck in midst of somewhere with no hospital and clean water. Maybe your mom can come to the UK for while. Might be an option to consider. Just find a really GOOD immigration lawyer. You might want to consider one near your moms if she lives near a major city. This way if there are any issues, she can drive by and bring original documents (or sream at him if he screw up
