    If she mentions that reason of taking care of your wife and baby, she may be denied entry at POE as well, i539 approval is remotely unlikely. 
     

    However, if she gives the reason of spending some more family time with the new born grandkid for bonding and such, i539 may be approved.

    It's still with NVC so contact them. Sometimes they are not good as cspa calc. If you are confident he is protected under cspa, contact NVC and provide cspa age based on the given dates.

  3. Assuming you have maintained the current resident for min of 3 months, you can file N400 now. When you move, just change the address with the uscis. No effect in timeline.

     

    If you move first, you have to reside in your new address for 3 months (with paper trail evidence) before you can apply for citizenship.

    They both can me mailed together in a big envelope but will be separate packages  and go to separate departments and are processed separately so you need to include for both. However if you don't have time to go for another fingerprints at this time, include both FP cards for i751. You may or may not get an RFE for FP cards for N400. Even if you receive the RFE, you won't lose time since N400 cannot be approved before i751 approval anyway.

    OP is likely overseas where they need to the actual fingerprints on a paper taken from uscis approved site.

    Even if the petitioner becomes a USC after the i130 is approved, the category is switched to F1 during NVC phase or even during the visa interview. However one can request NVC to retain the F2B category if the wait time is shorter.
