I suggest call the US Embassy. Talk to someone and explain that you have already complied with the requirements. Good luck!

There's no specific timeframe for 221g. Monitor the case status check everyday if you can.

I-864, even if they still live together, unless one of them claims the other on taxes as dependant.

Is it the only thing US embassy asking for? If yes, i dont see any problem if your mom will be the one sending it directly to them. But if there are more documents you need to submit and you have them, better send the I-864 to u first so you can compile all documents and send them altogether.

    I-864A:
This contract is intended to benefit the sponsored immigrant(s) and any agency of the Federal Government, any agency of a State or local government, or any private entity to which the sponsor has an obligation under the affidavit of support to reimburse for benefits granted to the sponsored immigrant. This contract may be enforced in any court with appropriate jurisdiction. By signing this form, a household member who is not a sponsored immigrant, agrees to make his or her income and/or assets available to the sponsor to help support the immigrant for whom the sponsor has filed an affidavit of support.
So in your case, it should be I-864, since your mom lives in a different house and has different household size now. If her friend still want to help you, she/he will be a joint sponsor and file a separate I-864.
How to File an Affidavit of Support
You, the sponsor, should complete Form I-864 when your relative has been scheduled for an immigrant visa interview with a consular officer overseas or when your relative is about to submit an application for adjustment to permanent resident status with the USCIS or with an Immigration Court in the United States. If you have a joint sponsor, they must also complete Form I-864. If you are using the income of other household members to qualify, then each household member who is accepting legal responsibility for supporting your relative must complete a separate Form I-864A, Contract Between Sponsor and Household Member.

I suggest go to a third party clicic first and have an ex ray and blood work.. well not kuch can be done now.
But based on experience, about 2-4 mos before our anticipated interviews (relatives and friends). We make it to the point to have our check ups so if there a problem. We can fix it. Because if they detect something in the imigration medical check up. Your interview will be moved to God knows when. And we dont want that. Believe me, it happened to an aunt. She had a spot on her lungs.

Request for a copy of the interview appointment from your mom.
You should find information on medical exam here: http://www.slec.ph/
Make sure you fill out the registration form online so you do not have to do it manually at the clinic.
For the interview, you can find information here: http://photos.state.gov/libraries/manila/19452/public/Packet%204%20_appointment%20packet_%20English%20rtf%20_revised%20GSS_%20_2_%20rtf2_rtf__docx2_001.pdf
Also, I suggest to read up on the embassy reviews here: http://www.visajourney.com/reviews/index.php?cnty=Philippines&cty=&dfilter=5
    Good luck!
