I believe having a husband in the US if may make it harder for her to get a tourist visa as a husband is a fairly big reason not to go home.
You will have to prove VERY strong ties to Chile.

If you choose to file the CR-1 spousal visa you would get married and then return home to Germany- you would be MARRIED and APART.
If you choose to file for the K-1 fiance visa you will not be separated when married, once married you will not have to leave the US.
In me saying you are doing it the legal way, the legal way is to NOT enter the US with the intent to stay and try to adjust from a VWP.

If you have the intention of coming on a tourist visa and staying, that is fraud.
If you marry and return to Germany your then husband can file a petition for a CR-1 spousal visa for you and that will take 7-10 months before it is approved and you can move permanently to the US. Once you enter the US on a spousal visa you are immediately a permanent resident.

If I were you, I would:
1- file the K-1 visa now (fiance visa).
2- visit for the 3 months on the vwp
3- do not marry on your trip
4- visit again (or not) while you wait for your K-1 to be approved (this takes approximately 6-9 months so if you file now you could be back in the US early next year)
5- once approved for the k-1 fly to the US, marry and adjust status to a legal permanent resident.
** while you are waiting for the K-1 you can't continue to visit the US on the visa waiver program and this will minimize the time you spend apart. You also will be doing everything the legal way and won't be separated after your marriage like with the CR-1 option.

Don't forget with CR-1 you will be APART after marriage K-1 you won't!!

OP, I am 90% positive you cannot claim the immigration medical through insurance. Remember your medical has to be done by a panel physician.
If you call around to the physician's in your area they will tell you if you can or cannot claim the medical on insurance.

My skin test was negative. I have not heard of anyone's being false-positive (I am a nurse) , nor did my doctor indicate a positive result was common or likely.

I've had a (real) SSN for 7 years. Got it while on a non-immigrant visa (student). A made-up SSN doesn't equal claiming US citizenship, it just means claiming an immigration status you're not entitled to. It's illegal, sure, but not even close to being equal in rammifications as a false claim to US citizenship.

The only thing I can say/ suggest is try not to be jealous of others who get approved before you or see to have an easier time than you. You do not know their situation ( your friend doesn't even know her situation). Being jealous is unproductive, it will make the process seem longer and harder for you if you are concentrating on others

Not to sound negative but i really hope you don't lash out at the USCIS when they question you about the validity of your marriage like you did on here.

She flooded the forum - not just any forum, but the "case progress" section - with questions, didn't like the answers so said they must be false, and now is accusing people of mistreating her. I hope she DOES carry that attitude with her to her interview. But I'm mean like that...
If you put her stuff together...her husband has not filed taxes for 2 years. She has maybe 3 pictures of them together, and none of her husband with their child. No joint financial stuff. She's going to the interview with her child's birth certificate and a few pieces of mail, addressed individually, that goes to the same address as her husband's mail.
After what some others on here have been through during their interviews, she BETTER have problems, or the system's really screwed up.

He could have easily been joking, but if that joke is something that seriously bothers the OP, then the guy needs to realize that and cut it out, rather than getting furious with her and telling her how crazy she is to feel the way she feels about it.
