US Immigration from Russia

I just checked the status of my wife's I-130 and her daughter, my step-daughter's. My wife's case is projected to be complete in 3 months, but her daughter's is projected to complete in 2 months. I've read some comments here that we can request they be linked. How do I do that?

As we all know, the banks and transfer networks have all boycotted Russia because of the Ukrainian war. I realize this is intended to isolate the country and prevent foreign investment, etc., but it also causes a lot of practical problems for ordinary people like us with just a personal relationship connecting us to the country.

How are people actually working around this problem? Looking for a solution, the only two ways that I see is either by having a bank account in a third country that can still transfer with Russia (ex: FSU satellite countries), or the more risky hawala system of personal exchanges (net transfer of $0). Both approaches require knowledge on the ground and connections...

Does anyone know if there is currently any way to obtain a waiver for the COVID-19 'vaccine' requirement for an adjustment of status (I-485)?

My wife is here on an emergency humanitarian parole that is valid for 2 years. Unfortunately, she does not have any other status currently and we need to file immediately for her adjustment of status. We are going to file a fee waiver request (I-912) as we qualify under 2 of the 3 categories due to our emergency situation. If granted, does the fee waiver also cover the civil surgeon exam? Also, will it hurt her AOS request to file the fee waiver request despite indigency not being one of our conditions?
