US Immigration from Philippines

Hello everyone.
I'm going to fill a I-130 for my mother soon, and I have a couple of questions.

1. I have seen the instructions but only for fianc , where can I find the one for parents?
2. I'm a US citizen since 2014, born in Colombia, the Birth certificate is the same as "Registro de nacimiento certificado"?
3. I have a half sister (14 years old, mother side) what form do I or my mom have to fill at the same time for my sister to get a visa.
4. My mom and sister are currently living on Aruba, should I fill to the embassy on Colombia or Cura ao ?

Currently, both my mother and sister hold a tourist visa (B-2) and have been to the US twice.

Hi ! i checked my sister NVC website, she is filed by my father that is greencard holder, she was DQ sinced march 2020 but when i checked today , they added documents to be submitted which is police clearance , she just turned 17 this month and i was wondering if she needs the police clearance or the NBI one ?

My wife and i have tried over and over to register for courier service like we are suppose to do before interview next month at USEM manila but we are having problems always comes up with errors. Will it hurt us if we can not get it done before interview? Dang us gov websites never seem to work properly.

While I appreciate this estimate (latest I-129 approval estimate) provided by this web site my G/F asked a question that has flittered across my brain for a long time; that is what point in the process does this estimate signify -NOA-2 response- tranfer to the NVS or forwarding to the embassyI I recognize that this is in the long term meaninlgess- it does provides a horizion to look forward to.
