DQd, but needs joint sponsor - few questions regarding i864.

Hi, my wife just got DQ'd! But a few questions:

  1. Because I (the original sponsor & petitioner) already submitted an i864 pre-DQ, is my joint sponsor limited to filling out another i864 form? Or can the joint sponsor, my mother, who is under the same household as I am, fill out the i864a?

  2. If my mother fill out the i864a, does that mean I need to adjust some information under my original i864 (ie. add my mother's name into the original form)? Or is that unnecessary at this point, post DQ?

  3. Because mom barely understands English, I'm able to fill out most of the form on her behalf, right? She just needs to sign it and provide evidence of her financial situation?

CEAC Status: Approved - What is the "final screening step" ?

My fianc e completed her interview last week and was verbally informed the visa was approved. Today we checked our visa status on CEAC. It says "APPROVED" on the top, with the following message below:

"The consular officer has approved your application subject to final processing by the consular section that is necessary to issue your visa. When that processing is complete, the status will change to "Issued". However, a final screening step must still be completed prior to issuance that could lead a consular officer to conclude that you are not eligible for a visa. If that occurs, the consular officer will notify you that your application has been denied and your status will change to "Refused".

1. Did anyone else receive the same message? Is this standard?

2. What is the "final screening step" ?

3. Is this screening step something either of us needs to be involved with, i.e. physically go somewhere and/or submit additional documents ?

4. How will be be notified in the event further action on our part is required?

First I want to thank this community! The advice, the pool of knowledge available here and just the feeling of belonging that most members project is such a source of comfort during this crazy process. I don't know if Jaycel and I would have maintained our sanity if we didn't have our fellow travelers to lean on. So thank you all so very much!

8 Months and 2 weeks from application received to card in hand. (And exactly 4 years from the day we started talking :)) No RFEs and EAD in 51 days. Pretty happy with that timeline! Now we get a break from USCIS for the next 21 months :D

Our full timeline in case it's helpful to anyone else:

NVC inquiry form response versus status from Consulate doesn't make sense

Our case became DQ on June 30th... There has been no further updates since then... Submitted inquires to Hong Kong Consulate and NVC... NVC response says they are waiting for a list of available appointments from Hong Kong... Hong Kong inquiry says they can't find my wife's case because NVC hasn't sent it... NVC says they won't send it till they can schedule the appointment.. Is it possible that the ball got dropped here that HK is waiting for NVC and NVC is waiting for available appointments from Hong Kong. Can't call NVC anymore so each Email is 4-5 days for response.... Phone calls to the consulate say must send them an Email which takes 2-3 business day. Any suggestions on how I can find out when appointments might be available?? IV status tool says NVC is scheduling Hong Kong Appoints that became DQ in July... I'm concerned that the ball got dropped... Any thoughts would be appreciated.
