US Immigration from Pakistan

My case has recently been transferred from Potomac to California , PD Oct 2021, CR1. Should I be sad about it?

1St Dec 2021, they send me email to submit some papers more, This case does not meet the minimum income requirement to sponsor the intending immigrants. To avoid delays, an additional Affidavit of Support Form I-864 from a joint sponsor may be submitted. For more information visit https://nvc.state.gov/aos. The consular officer will make a decision regarding this requirement at the time of the interview. For more information, please visit https://www.uscis.gov/i-864p.that my financial requirement is not meet up, But it was good, they asked me to give co-sponsor, I have not anybody to take it, I called NVC office last Wednesday he check also, he also said why they are asking you? then he asked me to write a explanation letter with signed, and upload it,

NVC website is: $21,775 for 2 Persons.

My yearly record is below:

2018 $31,436.69

2019 $25,795.86

2020 $22,539.10

I did same day and very next day, they accepted my all documents Thanks God.

Our NOA2 has a valid date from 9/7/2021 to 01/06/2022

What exactly is this validity for? Our interview is done and visa has been issued. The only problem is we haven't received the passport. Without Valid visa on the passport my fiance cannot get a WHO certified vaccine booster. Which means her travel date will probably be after 1/6/22.

Is it something that we should be concerned about? Or the NOA2 validity date can be ignored?

I need a little information on what the best route is to take in the following situation. Just a bit of background information. My sister-in-law who has been married for more than 21 years in Pakistan and have been in an abusive relationship since then. She finally decided to take a step in getting out of it. She never worked or done anything for herself or her kids so this is like stepping into a whole new world for her. The problem is that her husband is abusive and dangerous and can do anything to harm her or her kids. My mother-in-law wants to get her out of there and bring her here to USA. My mother in law is a green card holder and her citizenship is due next year in February. She will apply but it will take her a year and as for my sister-in-law's situation, it might get worse in that time. We are trying to find the quickest and best option on how to bring her here base on her current situation. Basically we are trying to look for an "asylum" situation and not sure what the best route is to take since my mother in law can apply for her as well.

If we are to provide a Birth Affidavit (third party) in place of birth certificate, then can those affidavits only be made by the people who are elder than the person whom the affidavit is for, or someone younger can make that affidavit to?
