US Immigration from Ghana

So I got a letter from NVC stating that Accra embassy is not working and so my I 129F is on hold, until they resume however they cannot tell or guarantee when that will be . My question is what is preventing them from working? I thought we were level 1 or 2.. Anyway at this point it s prayers we need

Is it possible to change from the Ghana embassy to a different country's embassy? It seems they just don't want to work.

Hmmm....I received this email below from the NVC today. Not sure why I'm getting this now (instead of months ago) ? It has been much longer than 60 days-- my K-1 visa application has been at the NVC since end of March/beginning of April 2020.

I wonder if other people are getting these emails.

I've done a bit of searching but can't seem to find all the info/have it confirmed:

My spouse and I have been stuck at NVC for over a year- we were DQ'd in May 2020. I (petitioner) have moved addresses in the US and I'm trying to figure out how to make sure everything is changed over adequately. These are the two pieces of information I found:

1. For USCIS: I have to mail in the I-865 form to USCIS. There's no way to do this online?

2. For NVC: I have to fill out the public inquiry form with my new address.

Does this sound correct? Am I missing anything? I want to make sure I'm not missing any steps! Thanks in advance!

The NOA 2 is valid for 4 months, so once it expires , what needs to be done ? Do we write to the embassy or NVC to ask for extension? Thanks
