US Immigration from Dominican Republic

I am currently working on filing my I-130 application online for my husband. This is my 2nd marriage. My ex husband who was also from the Dominican Republic and who I petitioned for and is now a US citizen. We were married for 14 years. There is a question on the application that I don't know how to answer because he no longer is an "alien". Please help! Thank you.

This is the question on the application:

Have you EVER previously filed a petition for this beneficiary or any other alien?

Also this question - Not sure because I filed that petition by mail and it went directly to Embassy in Dominican Republic back in 2006 so not sure.

if I print out the I-30 form, is their any difference between the paper and online form ? Does it expire ? For example, can I work on it longer than 30 days as opposed to the online one

I have a friend from Costa Rica that met and married her US husband in Costa Rica. They have been married for 6 years with a son. They recently came back to the US. She came on a visitors visa with the intention of going back once covid settled a bit. She has been here since May and now her husband does not want to go back. Is it possible for her to apply for a spousal visa and stay in the United States without having problems? If so, what does she need to do?

My fianc deposited his passport directly to the Dominican Embassy on July 30, 2021 for visa printing. Whenever tracked using their website it would state Passport is still with US Embassy Consulate . Last night I tracked it and it states There is no status update available for the passport number submitted

I am so distraught. No one answers. My local congresswoman office was helping in August they said we would have the passport in 2 weeks. And after that in September they said they caught an error prior to printing we would have it in a few days. The few days passed and they requested form DS5535.

Anyone ever see this status update and then receive the passport with visa?
