I'm currently stuck on my immigration process. I recently went to the my local (Halifax, NS) police station and asked for a certified criminal record check. The form they made me sign is the Vulnerable Sector Verification, I got my fingerprints scanned. On the form the woman wrote "Privacy Act" under the reason even though I told her "RCMP National Repository Entire Holdings". She wouldn't let me fill it out, only sign my name, because of COVID, and I'm wondering where exactly I'm going wrong here???

I recently got the RCMP certificate in the mail. NVC rejected the document tonight and this is the second time; the first time was just the basic CRC which I found out was not the right document on here. Looking at the CEAC and RCMP website, it looks as if I did everything right. The woman at the police station was hurried and rude and said she knew what she was doing (since I certainly don't). I saw on this site some people's record has "CMP PPU 030". That's on the top corner of the form I filled out, but it's not on my certificate, which only has a "DOCID" and "DCN" number on the top right corner.
It says:
"No personal information about you was found in the National Repository of Criminal Records"
"Type of Criminal record check: For Active Criminal Record"
Any help would be much much appreciated, I'm at a total loss here and it's so discouraging
I'm going to call the police station tomorrow and see if anyone can help me, but no one has been answering the non-urgent phone line in days and I'd rather not go in if I don't have to.
