Help: NVC Rejected Illegible Philippine birth certificate

I submitted all the required AOS and Civil Docs to NVC for the petition of my mother who is in the PH. Everything got accepted except for my mother’s birth certificate. 
 

This is the message from NVC: 

Part of this document is missing or is difficult to read. Please replace this with a scan that shows the complete text of the document. Please visit https://nvc.state.gov/scan for further guidance.”

 

To be honest, I myself had a hard time reading it, it was handwritten in cursive (obviously from 1950s ) its really inelligible and hard to read and looks like a small part of bottom part of the document was missing or no longer visible but its already the best possible image as noted by PSA- the issuing authority.

 

Now, i dont know how to proceed with this. Are there anyone here OR anyone from PH that experience the same thing with NVC. Please help me with some guidance.

Did you get this one recently?  I know you can order BC online and have it delivered to the US for something like $20.  At least that is how much it was a few years ago.  Perhaps order another one and hope for better resolution, or at least the full document.  The one I got was also difficult to read because the copy was poor, and that was a typed one for a 2002 birth.  I don't remember how long it took to arrive, but it wasn't all that long.

Is it the best possible scan of the paper document you have from from PSA?  The old handwritten part may be what it is but is the modern PSA seal and security features on the paper the best possible scan and is it from a crisp brand new copy from PSA.  You can order another one from PSA and try your luck.  If it is "almost" legible you could try playing around with contrast and darkness with your scan.  Some people have had success getting a copy from the Local Civil Record Office (LCRO) and submitting it as reference along with the PSA copy.  If it is truly illegible and there is nothing that can be done to fix it then the final resolution would be to go to the LCRO and have them re-endorse a legible copy to PSA.  It would be initiated at the LCRO and there is a nominal fee.  Plus pay the expedite fee.

We requested this copy from PSA like 4 months ago. But thanks for your advice, i appreciate it. I will just request another one then and hope for the best.

Thanks for your advice, it is really helpful. We ordered the PSA copy 4 months ago but i will just order again and hope that its much better than what we have right now then try to scan and play around the scan setting.

If her or her family can go down to the LCRO they might be able to get a legible copy from them and have them endorse a new copy through to PSA.  The LCRO copy is not valid for immigration by itself but at least one person here got them to accept an illegible PSA copy accompanied by a legible LCRO copy.

I wonder why it's taking so long? My wife went to the PSA and received her father's replacement birth certificate in one hour.

His birth certificate was  just exactly as you described. Handwriting and cursive.

No, i meant The Birth Cert that NVC rejected thats the one we ordered 4 months ago, which is still pretty recent but i will just go ahead and order another one hoping that it is a little better than the other. But at the same time i will ask my mother to go to the local civil registry. Thank you all for the help.

Please go to this PSA link. If the PSA and civil registry records are both blurred, that's when you will be required to file a petition for correction of clerical error
