Helping spouse petition her brother via I-130.

 

They have to provide evidence of their relationship. Unfortunately, birth certificate has their name *before* they were naturalized.

 

However, spouse changed their name when they were naturalized. And the problem is that the naturalization certificate does *NOT* show the name change.

 

So not clear how to provide evidence

- I do not understand of why they could not prove their sibling relationship using their original birth certificates that clearly shows at least one common parent.

- And if they changed their names in their country of origin, it will still be the same, only it has an annotation, (of their new names) and still show that they have at least one common parent.

You should have some paperwork from the N400 which requested a name change. That is your proof.

The previous name would be in their system. I would just file the documents as you have them, and just state the name was changed at the time of naturalization.  They can see other names someone had with them.
