That's a long time.  I guess it's a huge backlog.  They are issuing spousal visas.  In August JER issued 25 CR-1 visas and 57 IR-1 visas.  In June it was 29 and 49 respectively.   Have you made an inquiry to NVC?  Was your case expedited to post?

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

No case was not expedit

i just checked visa stats and there were  57 IR 1 visas issued in August  so interviews are happening

 

Then going to the portal for Isreal and checking just 1 timeline ,  the IR 1 case was dq April of 2022 and interview June 2022

 

so,  something is amiss

u need to contact NVC,  find out why u are stalled there

Visa type: IR1/CR1

They sent interviews to people DQ’d in December. What is your dq?
