I did a Google search and found a Civil Status Affidavit template. I’m gonna fill it out, have it notarized, and hope for the best. My state offers no such document.

From my limited Google searching, it looks like many countries require this if you are marrying in their country. But since you are not marrying in the Philippines, it seems unreasonable to ask for this. Is it possible the interviewer thinks you are marrying there in country?
 

But since when has unreasonable been a factor?

I think they just being annoying tbh.

 

My gf asked around and was told someone submitted a tax returns where they filled as single and worked.

 

I called my vital records office and was told it cost $25 to get it and $1/esch additional year, also i could just go in person and get it the same day.

 

Going on friday to get it done.

The paper given to your fiancee is very clear that a CENOMAR is required.  But, do they mean your fiancee's CENOMAR or yours?  In any case, you (the USC) may also apply for a CENOMAR from PSA.  Very easy to apply for one online through the PSA Serbilis website.  If you have never been married in the Philippines, you should be able to get a CENOMAR just fine.

They want soemthing signed by US gov saying that im free to marry

Not sure where you are getting that idea from, as the image you posted clearly lists "CENOMAR".  Non-Filipinos can get CENOMAR from PSA.  If you want to submit a document from NJ instead, go ahead as it won't hurt your case.

I would argue that a K1 visa is a formal document from the US government that says you are both free to marry.😁  Though arguing with CFO is never likely to be a productive endeavor. I would go along with Chancy and say a CENOMAR is probably what they want.  It is kind of a strange request by CFO, though hardly the strangest they ever came up with.  If you have ever lived in the Philippines or have any Filipino heritage or maybe your name is just the same or similar to some other previous petitioner in CFO's records it might be the reason.

I ended up driving to my local Vital office today, costed me $28 to  get it done and was given to me within minutes.

The CFO is very odd and sadly holds a lot of power. By requesting a CENOMAR/CEMAR they are wanting to make sure that neither of you are married according to the Philippine Government.

And I can see them doing that if the marriage was to take place in the Philippines. But seeing how it is not, the K1 process has already verified single civil status of the petitioner. It just seems like they enjoy putting the screws to us. And I really can’t figure out why.

Our immigration process has nothing to do with them so that's irrelevant.

There are plenty of posts here from beneficiaries relating tales of their CFO interview. Some are told that they don’t need to show certain docs because the interviewer is familiar with the visa process and knows what was required for that. 
 

So, yes, the 2 processes are not legally related, but there is certainly crossover between them. It’s just the luck of the draw as to which interviewer you get that day.

Been a regular on this forum for well over a decade. I am well aware.

It has nothing to do with the interviewers knowledge of our immigration process, and most are totally unaware of our process and have a loose understanding of their own process.

Zero crossover, and all about who you get. The only crossover is that they both may require some of the same documents. Also they are always much harder on K1 holders that CR1/IR1 holders and yes it always depends on who you get. My wife's was simple because we had been married almost 3 years and had 2 children already. Plus ours was just a phone call due to covid.
