She has a good excuse: her gc was never delivered and she thought she needed a gc to fly to the U.S.  This is on the U.S. government

It was a bit weird not to receive at least a notice that something is wrong.

and when she called they never really give a reason for not being emitted 

just to wait because she will get it

Ultimately up to a judge to decide. Op's friend should do as MikeE has suggested; nothing illegal about that. If CBP is not convinced they can refer the case to a judge as long as op refuses to sign I-407.

How soon after she arrived to the US did she leave to go back to her home country? 
I’ve read USCIS is aware when LPRs leave the country and this sometimes “pauses” the issuance of the green card if the LPR is not in the country. I’ve read this has happened to several people over the years… calling USCIS won’t resolve the issue as the people working at the call center know next to nothing about individual cases…

That’s interesting. I stayed in the US after first crossing for just a few minutes, then walked out, got my green card within a month.
