Yes, if she sends the I765 and I131 with the I485 she only has to pay the I485 fee.

Thanks! I will try to help her because her husband does not seek assistance and I see that he is unaware of the process.

Thank you . I understand I will tell her to start explaining the process to him from now on because she has lost 7 months to send the entire package

As said, the i864 needs to go with i485 so he has to get involved from the very beginning. If i485 gets rejected and sent back because of no i864, there will be no basis for i131 and subsequent expedite.
