Yes, if she sends the I765 and I131 with the I485 she only has to pay the I485 fee.

Unfortunately though, she will need to convince him at some point as he will need to provide the I864 for the package.

As said, the i864 needs to go with i485 so he has to get involved from the very beginning. If i485 gets rejected and sent back because of no i864, there will be no basis for i131 and subsequent expedite.
