My 8yr old daughter been DQ since June of 2021 and there is no movement on her case… I try  expediting it two time but was denied. Can I transfer her case to a neighboring country?

Generally only if she is a legal permanent resident of the neighboring country.

If your reason is that it's taking too long, NO, unless she is an actual legal resident of the neighboring country.

Embassy in Liberia is moving quite slow. If she has residence in Sierra Leonne, i would consider there because they are processing normally.
