I am curious. Do I-129F petitions that have more complicating factors such as divorces, children, use of an International Marriage Broker, and so on, take longer to go from NOA1 to NOA2, or not?

Marriage brokers?  Definitely complicates things.  Children?  Not so much.  Divorces?  Depends on circumstances and quality of documentation.  It's not black and white - definitely situational.

It would depend on the completeness of the documentation associated with those factors.  Proper birth certificates, divorce decrees, TOS, etc, would help USCIS to process the application faster.  Any missing, incorrect or incomplete documents will show things down drastically (RFE).

Complication will depend on each individual applicant's case, so every case is different.
