CR1 Visa case status says "REFUSED" after interview

My wife had her interview in Senegal.  They gave her a form to bring in my previous divorce. On the same day since we don't live far from the Embassy, we returned and gave the requested paper. They took the copy and her passport and told her to come back in 3 days. I just checked her status and it says Refused. I am confused, shouldn't it be Administrative processing? Did they denied her .  What does refused really mean? does it mean they haven't processed the documents yet.

Timeline

Currently Refused is the term used until a decision is made to approve (CEAC will say issued) or deny the petition 

and for Senegal the case can be in security checks for weeks,  months or longer 

Patience is needed

Refused is an interim status. You are ok. It would be nice if they used pending or something similiar)

Not a newbie but lost my old info years ago) I have been through this process before --all the way through naturalization-- This site has always been a great help to me.

In the past they will use Administrative processing mostly, and recently started using Refused. Refused does throw people off (as it did to you) but be rest assured it's just a temp status. Final status will say 'approved' or 'denied'.
