Its been 18 months since my K1 pettion was received. It is clearly outside if normal processing times for Vermont Center. I have asked fir update, and only answer is pending security check. I read this can take several months or even years? Has anyone ever heard of this?

It does happen but seems very unusual

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

You have criminal record?

A felony from 31 years ago yes.

That explains the delay in completing the background check.  It adds time to the process, but you should hear one way or the other in a few months, not years.  Good luck!

I will wait till January and if K1 Visa answer at 24 months still hasn't come, I think I will go to Phillipines ( if travel ban is lifted) marry her there and start CR1 visa instead. I mean 2 years to wait for an answer is crazy. I was married for 26 years (my wife passed 3 years ago due to illness). I just want to be with the person that I love!

Then that is the reason.  99% of I129F petitions are adjudicated at the CSC.  The few that end up in Vermont generally have criminal histories that require additional processing.  There is no way to expedite this.

Yeah that makes sense. In hindsight do you think it would have made more sense to get married first and then apply for a CR1 visa? It sounds like the odds are not in my favor and I will  probably have to go that route anyway.

I have no idea, but I wouldn't think so.

The types of crimes that do go to Vermont are VAWA-related.

In the context of I-129F petitions, I think you meant AWA (Adam Walsh Act), although VAWA (Violence Against Women Act) cases do also get processed at Vermont SC.
