Petitioner (parent) is 64 years old and has to work overtime everyday to make ends meet (we do have a joint sponsor). His health is deteriorating (heart issues, diabetes) due to working so much. He also doesn't have family to look after him. At one point, he has had a near-death experience due to no one being available to take him to the ER. If I am to immigrate soon, not only will I be able to look after him but he will also be able to work less as I can work in his place. 

I am still at the NVC stage, but according to the visa bulletin, I still have 5 years left till my priority date is current, which is very far-fetched. Is this reasonable enough for an expedite? If so, how long will it take for a visa to be approved after the expedite is approved?

They will not expedite a visa category for which there is no visa available yet.

Unfortunately, regardless of your parent's health condition, there's no expedite to make a visa number available.  After your PD becomes current, that's when you can request an expedite to get an interview slot.

If a visa is not available, unfortunately there is nothing that NVC can do to expedite the petition. Immigrant visa processing is governed by the Immigration and Nationality Act of 1952, as amended, which controls availability of visas. There is no provision within the law that would allow the Department of State to issue a visa to someone for whom a visa is unavailable.

But hypothetically speaking, if a visa was available, is it reasonable for expedite?
