Does anyone know if PCG would accept ROM application with an expired passport? I have been trying to book an appointment here in NYC but no luck.

For ROM, all you need is a valid ID.  From the NY Consulate website for ROM requirements:

As I recall, ROM is strictly by mail only, while passport renewal is by appointment/personal appearance at the consulates.

 

For passport renewal, try logging into the appointment system every day at exactly 9:00am and refreshing every 10 minutes. I got an appointment at the DC embassy this way, after two weeks of trying. Hopefully you have the same luck with the NY consulate.

I have additional questions. Since I won't be able to do ROM and passport renewal at the same time, how should I fill out the renewal form? Use my maiden name on all items that asks for my name or can I just sign it as may married name but put my maiden's name on the first line? Or should I sign the whole thing with my married name?

Example:

Maiden Name: Maria Clara Rizal and Married Name: Maria R. Smith

Without your ROM filing documents, DFA will not allow you to use your married name to renew your passport.

 

Are you not able to mail in the ROM requirements before your passport appointment?

I was able to secure an appointment this Friday for my passport renewal. ROM would take 4-6 weeks if I'm not mistaken.

I read some posts that they used to allow people to do it at the same time but I guess now you can only do ROM via mail and passport in-person?

 

@Chancy, Would you suggest I wait for my ROM prior to renewing my passport? I still have a PH driver's license and voter's ID to show with my passport when I travel overseas. I am just concerned that I might have non-travel-related issues in the future. Also, I have no immediate plans of traveling.

It depends on whether you want to use your married name on your passport or not.  If you do and you have no upcoming travel plans, it would be a good idea to file ROM and get the transmittal record first before renewing your passport.

 

On the other hand, passport renewal appointments are hard to come by.  If you have no burning desire to have your married name on your passport, I suggest you attend that appointment on Friday.

I think I'll go ahead and wait for the ROM before renewing my passport to lessen any inconveniences I could possibly experience with a different AP and passport name. Thank you for the help @Chancy! :)

You can accomplish both the Report of Marriage and the passport renewal at the same time.  Just schedule yourself for one of their consular outreach events.  
 

The Philippines Consulate in New York has several outreach events in your general area.  Yes, you may have to make it a day trip with some driving, but you can get everything done quickly at the outreach event.

 

My wife, Chinook, and I went to our local consular outreach here in Seattle.  In about one hour, Chinook reported our marriage, applied for Filipino citizenship, and applied for a new Filipino passport.  It was really easy.

 

If you don’t go the consular outreach route, then I would recommend reporting your marriage first.

Just be careful. Not all outreach events are doing both anymore since Covid. Most of them have only been for passports not for ROM. We did our ROM via mail. We just renewed her passport in Washington DC yesterday. About to board the plane to head back home to Florida. The outreach events for Miami are the most difficult ones to get into.

This was also my experience in June 2021. I specifically asked the PH embassy in DC if I could do ROM, passport renewal AND overseas voting on the same day, in person at the Embassy. They said no, ROM strictly by mail only, while the passport renewal and overseas voter registration needed to be in person.

@Zach2015 I'll be doing the same thing. ROM via mail then passport in person.

@Adventine When I reschedule my passport appointment, how can I indicate that I will be applying for overseas voter reg as well? I think I tried to do another appointment for the same day and time but the website said I already had an existing appointment.

We scheduled the passport and they automatically had her do the voter reg while there.
