Having Hepatitis B will not even be relevant to the petition that you will need to file for your sister.  When the time comes for her to do her visa medical exam, she must disclose her condition.  In the 20 years or so that she will need to wait to get to the interview stage, who knows what medical breakthroughs may come up?  No reason to worry about the medical at this point as there could be many changes to the requirements in 20 years.
