i got to the states through the IR1 visa and my green card was never delivered, even though it says delivered when tracked, i had to pay for a replacement, which has been about a year now, even though i have done the biometrics, Please i will like to know, how long it will take to get my new green card after the biometrics.

You should check the case processing tool on the USCIS website to see the advised range is normal processing times. Use your NOA1 case number to determine which service center is processing the application .. I 90 form .. it will give you a range of months. If you need evidence of your legal LPR status you should get an appt at your local office and get an I551 stamp in your passport

There is not another appointment after biometrics.   Where did you have difficulties in travelling due to having the I551 stamp. It is as much valid evidence as the actual green card .. some airline staff don’t understand that though .. I travelled back from my home country to the US using the passport stamp without any trouble.

the difficulty in travelling is England via JFK NewYork, the lady said they dont accept i551 stamp, they even refused to refund me, but kept the ticket open for one year

While you can use the i551 stamp on your passport to enter US as a green card holder, it's up to the invidual country to accept or not accept that. It seems UK doesn't accept that if you are traveling there as a US LPR.

If you can get a reroute that has you departing from location  which has USA pre CBP clearance ..eg Dublin .. you go through US immigration before you leave .. they will certainly know about the I551 passport stamp
