I heard there is a huge backlog for the biometric appointment. I am now apply a reentry permit for my mom. Just want to know if I can get the biometric done with a month.

Not likely at all.

 

Do note that after I-131 is properly filed she can leave the US and then return for the biometrics appointment when it is scheduled. See 8 CFR § 223.2(b)(1) and 8 CFR § 103.2(a)(7)(i).

Yes. It takes a long long time. 
This might be irrelevant but I applied for N400 (naturalization) in the beginning of February and was scheduled for the biometrics on August 3, the past Saturday. So took them about 5 months to let me know??!  And was scheduled 6 months after the date I applied. 
I am in Chicago, by the way.
