Sounds like when the fingerprints were taken her information entered a system that alerted immigration when she booked a flight to leave. If immigration just questioned her and allowed her to proceed to leave, then that might not count as a deportation. OP should make sure exactly what happened to avoid unnecessary delays on the next application.

It's not entirely uncommon to encounter CBP departing.  I've encountered them in the jetway a number of times.  But CBP usually is not looking for immigration violations, instead they are looking for people who may be carrying large amounts of undeclared cash.  I could see where Colombia flights may get more frequent attention.  I'm also sure that even if CBP was profiling for people with large amounts of undeclared cash, they would still follow up if they stumbled across an immigration related issue in the process.
