In the follow up statement to clear up his comments about DACA's involvement in this, the White House made it clear it's actively being worked on.  I mean it's happening in the form of an EO whether it's legal or not.  The challenges will come after.  But, it's happening.

 

Came out of the President's mouth, then backed up in the White House statement - “As the president announced today, he is working on an executive order to establish a merit-based immigration system to further protect US workers,”

Again, Trump and the white house can say anything. Doesn't mean he can change immigration laws. He can overturn DACA, that's all he can do.

Trump is putting out an EO in the next three weeks changing the immigration system to merit based, not sure how much more clear anyone can be about that - if you want to debate the legality of it, that's your prerogative.  The legality will surely be challenged once it is released.

He can release an EO to require people to be examined by aliens, doesn't mean anything will come of it. The EO will be shot down momentarily because it's outside of his power to do that. There's literally no debate on the legality - he can't do it. It will have zero consequences except wasting the court's time.

Contrary to your belief, there actually is a debate on the legality of it from the administration - and it's due to what the Supreme Court said in their recent DACA ruling giving the President power on immigration that was previously thought to be illegal.

 

But you know everything already, so there's nothing to worry about.

To be honest, I am not sure - I didn't read it, and certainly wouldn't be the right person to interpret a Supreme Court decision.  However, the Trump administration has made it crystal clear, what they read in there, in their opinion, gives them the freedom to move forward with this EO to move to a merit based immigration system.  Whatever the Supreme Court put in their ruling about DACA two weeks ago, has changed the Trump admins feelings about their power on immigration via EO.
